Overview: Swimming Pool Builders
A pool builder digs, sets the shell and hands back a yard you'll live with for decades. Vinyl liner pools are common in Canada and cost less up front, with a new liner somewhere down the road. Fibreglass shells go in fast, which helps in a short season. Concrete takes any shape and the longest build.
Frost shapes the plumbing. Every line has to drain or blow clear before winter, and the deck around the pool sits on ground that heaves. Ask how the pool will be closed each fall before anything gets buried.
The paperwork starts with the fence. In Toronto, nobody may dig for a pool without first getting a pool enclosure permit, and the water can't go in until an officer inspects the finished enclosure, unless proper temporary fencing is up. Even then, nobody swims before that inspection. Hamilton needs no building permit for the pool itself, but the fence around it does. In Quebec, a provincial regulation sets the enclosure rules, and your municipality issues the permit and can add stricter ones.

Gunite, fibreglass or a vinyl liner?
Vinyl liner is the budget start and common here, but plan for a new liner eventually. Fibreglass installs quickly, which matters when the building season is short. The shape comes from the factory, and the shell has to fit down your side yard on a truck. Concrete takes any shape and depth and lasts longest, with the longest build and a finish you'll renew someday.
What permits does a new pool need?
Mostly municipal ones, and the fence often matters more than the hole. Quebec's pool safety regulation requires a municipal permit to install or replace a pool, add a diving board, or build an enclosure or a deck that opens onto it. In Ontario, anyone you hire for the wiring and bonding must be a Licensed Electrical Contractor, who files with the ESA. Get in writing who applies for each approval.
How long does a pool build take?
Longer than the working days suggest. Inspections, curing concrete and subcontractors all leave gaps, and rain stops the digging. Your yard can sit open for weeks. Quebec expects temporary measures, when needed, that keep people out of an unfinished pool, such as site fencing, locked doors or simply not filling it yet. Ask what happens to your job if the start slides into late summer.
What should the contract spell out?
The shell and equipment by model, which items are allowances, payments tied to finished stages, how changes get priced, who pulls permits and who puts the yard back. Hold back a payment until the enclosure passes inspection. In Ontario, a contract signed at your kitchen table can usually be cancelled for any reason within ten days of getting your written copy.
What does the warranty actually cover?
Usually in layers. The builder covers the shell structure longest, and the finish or liner for less. Pumps, heaters and controls fall under their makers, often only if they were registered and properly installed. Ask how freeze damage is handled when someone else did the closing. In Ontario, keep the ESA Certificate of Acceptance for the electrical work with your house papers.
